So it seems that the luddites only want you to use a phone as a phone. Smartphones can only be used for their main purpose if you are the driver of a car. Nevermind that it can do so many other things for you. Perhaps they don't want you to be alerted to the speed cameras (cash cow tax machines)?

In any event, its all a distraction. Supposedly its to make it safer, just like their speeding manta. Don't worry about poor maintenance of vehicles, or poorly designed roads - just blame the driver and fine them. Noice.
